Out of Coupons

I was trying to place an order and signed up for your email to get 10%.  But the email I received said “Out of Coupons”, but yet still too my email.

I read others having the same issue.  They said try to clear cookies.  I did that, I tried 2 different browsers with 2 different emails.  Still getting the same.  How do you have a coupon offer and be out of coupons?
