Live view looks like this, but when there is motion the recordings are clear. This is not acceptable for a new camera. Other Arlo Ultra 2 Wireless Security Camera never has this issue. Any idea how I can fix this? Thanks.

Maybe try a hardware reset?
Remove the camera from the account. Then hold down the sync button until the camera starts flashing amber. Then on-board it again.

I've done that before and the problem just comes back. However this time just power cycling the base fixed it. But, I want to know what can be done to stop it from happening again. Could it be heat related? That camera is plugged into power and is south facing so it gets a lot of sunlight.

It does look like a camera hardware issue, and I think heat could be a factor.
Did you try swapping it with another camera, and see if the problem moves?
