I am just wondering if I can use the charge cable outside if the usb end is indoors?

Arlo's outdoor charger is an integrated charger+cable, so there is no "usb end".

If you are thinking about using the indoor cable (connecting it to a usb charger indoors), then electrically that will work.

However the cable is not rated for outdoor use.  It is likely that the insulation will degrade due to the weather. So you'd need to watch for that, and replace the cable as needed.
