Can Activity zones work with Essentail doorbell and smart hub WMB5000

I am looking to buy a Ultra 2 SmartHub (WDM5000-NAS) local storage to use with my Arlo Essential door bell/camera AVD1001B-100NAS.  If I am not on the Arlo Secure Plan, can I still create and manage activity zones directly from my Arlo app on the phone?  The articles I can find only mentioned activity zone setup within the Arlo Secure Plan service
