Can I connect to the internet via eithernet cable to a laptop?

Not sure what set up you are trying but for the Ultra 2 to connect to a hub the Ethernet cable must be connected from hub to your router.

I'm plugging the either get cable into my laptop. Wouldn't my laptop take the place of a router?

Not unless you can configure the laptop to act as a bridge to your WiFi router. Generally speaking, the laptop's Ethernet port is an input from the router in the same way your WiFi connection is. You must plug into the router directly or use a WiFi extender that's connected to the router so that you can plug the hub into that.
