You need a subscription to get any cloud storage.

Though if you have a smarthub, you could alternatively add storage to the smarthub and use direct access to local storage.  https://kb.arlo.com/000062337/What-is-Direct-Storage-Access-and-how-do-I-use-it

That does have some limitations though:

• You can only see local recordings from the app (not the browser)
• You can only see local recordings from primary account (not friend accounts)
• You cannot save manual recordings or snapshots
• There are no thumbnails
• Remote access requires changes to your router setup, which some find difficult.

Note that a subscription is also needed for smart notifications and for cloud activity zones.
