So my electrician installed the Arlo Ultra 5040 camera and the blue light flashes on and off but the Arlo App can't find the device.

I have a Starlink satellite wifi that I then, added an Orbi mesh extender to get wifi coverage to the camera. I have tested the signal by the camera and it is strong but the Arlo App can not find the device.l This model did not have a base unit so I am a bit stumped. Thanks

The Ultras only connect to an Arlo hub, so you need to purchase a smarthub (either a VMB4540 or a VMB5000).  The smarthub connects to your network with ethernet - it might be simplest to connect the ethernet to your Orbi, since there can be challenges getting ethernet to connect to Starlink.

Note the smarthub creates a closed wifi network for the Ultra.  It is only for the camera, you will not be able to join it from a phone or PC.
