camera not recording

We have a VMC type camera which doesn't record consistently at all. Most of the time I get notifications and recordings when there is no motion on the recorded video at all.
I am able to walk through the cameras entire field of vision without being detected.
When we put the camera into motion detection test the orange light consistently illuminates when we walk anywhere in the covered area just doesn't seem to work in normal operating mode.
The camera is approximately 8ft off the ground angled down as per the instructions and it is approximately 12ft from the base station. Brand new batteries installed and all firmware up to date.
Any suggestions would be appreciated
