App not allowing me to manage 10 camera +2 CVR subscription

I have had 12 cameras for the last 3 years, using a 10-camera subscription plus having two cameras on CVR. Arlo at the time made a point of having CVR not add to the camera count for subscriptions:

Now, with the new subscription page, I get a message "you have reached your camera limit" once I reach 10 and I can no longer drag all 12 into the activation area. Is this operating correctly? If so, when did this change, and why wasn't I notified?
