I am trying to turn on my security light if motion is detected on a camera but when I go to create an action rule, the light is not an eligible device to be selected. What I think is happening is that the cameras or on account A and the lights are on account B since the bridge could not be setup my account for some reason... is this not allowed to use devices across accounts even though I was given full access to the lights?

Correct. Only the devices on the same account can be used. WHile it may be a pain, consider removing all devices from Settings, My Devices on account A and set them up on account B so you get the interaction you need.
