replacing an Arlo Pro camera with the same model camera now needs subscription

I have a 5 camera Arlo Pro system with no subscription.  A camera was damaged so I purchased a used camera (same Arlo Pro camera).  when I sync the camera it states "This device is inactive.  A paid subscription is required to activate the device."  I've done this in the past without the need to have a paid subscription.  is this a new "rule"?  Is there a way not to have a paid subscription?  thank you

Did you remove the damaged camera from your account?

Hi,  Yes the damaged camera was removed from the account prior to syncing the new camera.

Were you able to get the device added to the account? If not can you please send me a screenshot of the error you are seeing?

It states:
