hello 

Am I able to download the Arlo app from my laptop and hook up the HDMI cord to a monitor so I can view all the cameras?

There is no Arlo app for Windows or Mac - normally you use the web interface (my.arlo.com).

 

If you are using the laptop with an external monitor, then you can run the browser on that monitor.
