So I've sent invites to my partners email and she has accepted. It now shows as accepted when I look at it on the primary account. But she can't see any cameras and it's just a fresh account waiting for cameras and base stations to be added.
We are both Android and have the exact same version

New accounts use the new (4.x) user interface. For starters, make sure that both of you have the same one - there should be Feed at the bottom to view videos, not Library. If it's different, the one with Library needs to migrate to the new UI.
If both show Feed, she should click on Home at the top and choose the bottom one, which is your Home. The cameras should then be seen. I suggest one or both of you renaming Home to something that's obvious as to whose is whose.

Does one account have "Library" in the main menu?
If so, does the other account have "Feed" instead?

So yours says "library" and hers says "feed".
You need to upgrade yours to "feed" for her to see it. Do that by selecting "add device" and then on-boarding either a home security system or a Pro 5s. That will fail, since you don't have the device. But it will result in your account migrating to "feed".
Note she will then see two "home" locations in her account - one for the shared cameras, the other one is empty. Best to rename one (or both) to avoid confusion.
There are bugs (and IMO missing features in Feed). Unfortunately you won't be able to go back to "library" if you run into those.
