I have the VMB4000 hub, and just updated my Arlo Secure App (iOS) to the latest version. I don't have an option / link / icon for either for "Routines" on the most current version of the iPhone App or on the website.

My cameras are Arlo Pro, Pro 2, Pro 4, Ultra, Ultra 2.

How do I schedule a single camera to be on/off?

SOLVED:

When I added a new Pro 5s camera, it prompted me to update the app. It didn't download an update from the iTunes store...it merely updated itself. So now I appear to have the current interface with the Routines icon.

You could have scheduled the cameras using the older "Library" interface.  It is actually more flexible for scheduling than the new one.

Do you only want to schedule one camera (and leave the rest on 24/7)?
