Could someone else (with another account) log in and use my base station and/or cameras? It seems I have been knocked offline quite often recently.

If you’re concerned that you have been hacked you have the option to change the password to your account.
Do you have any granted users attached to your account? If so ask them if they have been playing about with the cameras. You also have the option to remove them if you think they have been hacked themselves.
If someone were able to get into your account then they would only be able to alter operational features or remove devices completely, not cause an offline condition so unlikely the scenario.
I suggest you check the router modem security settings and change their passwords as this is a more likely scenario that they could disconnect the base station or cameras from the internet and so causing an offline situation.
It could also be faulty battery or hardware.
