Feature Request: Grant friends with Restricted Access the ability to Download videos from Cloud

Basically, I want people with "read-only" (i.e. Restricted, non-Admin) access to be able to have one additional capability enabled: Download.  Having to grant full access just to enable this one feature concerns me (and them) that they may unintentionally change settings, delete recordings, activate sirens/lights, turn off the camera, etc.
