How do you keep outside cameras armed while alarm is in home or standby mode?

You can edit the three modes (Arm Home, Arm Away, and Standby), and add rules to arm the outside cameras if needed.

 

In the app, go to routines->modes; then touch the three dots in the upper right.  You'll then see a settings wheel in each of the modes.

Tips....

When you make new rules, ANY camera not in the rule is OFF

When rule schedule going thu midnight,  run to 1159pm and then next day at 12 midnight onward.

Is there a way to create custom modes with new UI?

Not currently. I hope they eventually allow this but right now you have to edit the 3 available modes and maybe use Automations to set up schedules and geofencing.
