I have principally used the Arlo Secure App with my Android Samsung S8 without difficulty for at least a couple of years. No issues with my laptop either which hasn't changed since I began using Arlo Secure. I haven't logged into my cameras via my laptop in a while. Upgraded my Samsung S8 to an S23 on 10/22/2023. I updated the Android OS and downloaded a fresh copy of Arlo Secure at the Google Play Store. Arlo Secure was given notifications permission.
Arlo Secure accepted my logon credentials on the Samsung S23 but didn't recognize my device. Message reported that it was sending a notification but none was received. When clicking "Try another verification method" the continue button is greyed out which means there is NO other verification method.
I then tried Arlo Secure with my laptop. I successfully logged into Arlo Secure but it also doesn't recognize my laptop either. No notifications are received on the S23. Unable to use another verification method there either. I'm faced with a situation where Arlo Secure doesn't trust any of my devices and I'm locked out completely.
I've looked at previous support articles about this issue (and there are several) but I haven't seen any any that worked for me. If an Arlo support article exists with a solution that i've missed would someone kindly answer with the link. And finally because Arlo Secure won't recognize my Samsung S23 I am completely unable to get personalized support for this issue.

I solved my own problem. Arlo Secure will only connect with a "trusted" device. Upgrade or otherwise change your smart phone and you have a problem. Arlo Secure will accept your logon credentials on your new smart phone but that's not enough to trust the new device; it needs a second means of verification outside the new phone. So push notification is useless.
When the push notification fails there is another button offering you the option of another means of verification. When you click the "other-means-of-verification" button you are faced with a screen with NO INSTRUCTIONS WHATSOEVER. Any chance the front end developers can add some brief instructions there? In any event this "other meas of verification" screen presents two options (?):
1. a device name (??) and
2. a means (??): SMS, email address, push notifications
I was presented with my email address and my laptop device name (which I didn't initially didn't know). You must left click on one or the other (a green check mark will appear). In this case I clicked on my email address and clicked "verify." A verification code was sent to my email address and an entry screen appeared on my new smart phone. I entered the verification code. My smart phone was trusted and I could name this device.
Then I went back to my laptop which should have been trusted since it is the same one I was successfully using when I purchased the Pro4 cameras. I logged successfully into my Arlo Dashboard but was faced with the annoying "not recognized." I clicked the "other means of verification" and then clicked on my NOW TRUSTED smart phone name. A push notification was received on my smart phone and my laptop was back in action.
