Geofencing With Just One Phone But Two Users?

Hi there, I have 3 Arlo Pro cameras connected to a base station as well as an Arlo Q.  I'm the primary account owner and my wife is the secondary.  My wife stays home and is in and out of the house all day.  I'm usually at work.  Is there a way to turn on geofencing for just her phone while making sure my iphone / Arlo app doesn't need location services on all the time?

I tried turning on geofencing from my phone, and then selecting just my wife's phone from the list.  Then I went and turrned off location services for my phone, while leaving hers on and it did not seem to work.  We came home and recieved notifications... 

I then turned location services back on for my phone, but deslected my phone from the Arlo app for geofencing, and that worked... but not sure if the Arlo app is still locating my phone... I'd like to not have the app sucking my iphone battery.
