We bought an arlo system with wireless cameras and 2 arlo q. We had the base station re registered to us, but we can not get the arlo q to discover on our account. Do we need to call and have those re registered separately?

Possibly but you can try to contact the person you bought from to verify that he removed ALL devices in his account from Settings, My Devices. Hopefully, he only used one account for all cameras - if he used a second account for the Q cameras, he would need to use that to remove them.
If you can't contact him or he maintains that all devices are removed, open a case with support here by using the Contact Support link at the bottom here and then again on that new page.

Did you verify the issue is related to the Arlo Q being linked to another account or did customer support do so? I would try troubleshooting other issues by conducting a factory reset of the device, following the setup process closely, and ensuring Arlo Q-specific quirks like special characters within the SSID and password negatively effecting discovery in addition to contacting support.
