Can I give admin rights for arming/disarming Arlo Q to my wife. It doesn't make any sense if only one of us can do it!

Yes. In the Grant Access menu where you grant her access, go to the bottom and check the box that says "Allow Access Rights" to "Access to additional features like mode selection, manual recording, sharing and deleting videos."
