Arlo Q connects to my router. Does not register

I see the MAC address. But the Arlo Q+ will not register. I tried the mobile and desktop apps. Tried POE and WiFi. Reset many times. I have seven Arlo Q and Q+. Only one will not register. Any thoughts?
