The EOL policy statement states that fhr the ARLO Q VMC 3040 some push notifications may no longer be supported but is not explicit regarding what will and will not work after Jan 1, 2025. Given that it's already mid Nov 2024, this information should be published so current users can decide what action(s) to take. Telling folks to move to the subscription model without stating what will/will not work without a subscription is not acceptable.

I think the intent of the policy statement is to tell you that some (or all) of the features for the camera could stop working at any time after the EoL date. It is deliberately vague.
I don't think Arlo is planning to deliberately break anything, but on the other hand they likely will stop fixing any bugs in the cloud software that affect only the legacy cameras. And they likely will also stop using these cameras in their software regression tests.
