Arlo Q Plus, static IP assigned on lab network, not discoverable

Hi,
I am trying to install an Arlo Q Plus on a university lab network, but the app is not discovering the camera. After going to the sysadmins, they showed me how to register for a hostname and static IP with the MAC address, but I'm still unable to access it with this information.
I've tried through a browser directly, but it does not seem to work. Other forum posts lead me to believe this might not even be possible. Is there a place within the Arlo web interface or mobile app to directly put this information in? Any other suggestions on how to discover and add the camera?

Both the camera and phone or computer needs to be on the same network. Also, you need to not have to sign into the network. Finally, the firewall needs to be open for ports 80, 443 and 123 to arlo.netgear.com.
