Arlo Q Plus Not Found

I am not able to find Q plus after performing the following:
1. Factory reset
2. Press Sync button while connect via Wifi
3. Connect to ethernet + micro USB cable for power
I am simply not able to find my camera on my app or through the browser. All I can see is a solid amber light. It doesn't turn blue when I press sync button. No luck when connected via ethernet as well. What can I do?

Thanks for responding. Yes, already performed reset procedure. The light doesn't flash amber. It is always in solid amber state when powered on.
