Can the light be operated independently of the camera?

This way it can be used to replace an outdoor light and get the benefits of the camera.  There are times I would want the camera to not be armed, but still want to turn on the light.

Yes, Pro3 Floodlight Camera while being an integrated device, also supports individual operation of the light or camera by itself. You can use a manual toggle switch via the Arlo App to turn on the light only for a few minutes without activating the camera.
