picture quality

picture quality suddenly went bad.  can not see at all at night and at high noon it looks like midnight.  I have made all adjustments, nothing seems to help.

Based purely on the one picture, it looks light night vision is not turned on.

The lights in the background are definitely affecting the exposure as well as keeping the camera in daytime mode.

if i am in a well lit room and the camera is in daylight mode, i would hope that these conditions would produce quality video.  please refer to my initial post.  the camera worked fine(day and night) for months.  suddenly, without any adjustments, the picture quality went bad.  It is pitch black  at night and during the day the picture appears to be taken at night with some illumination.
