On an Arlo Pro with one base station and 4 wireless cameras (on the free account) is it possible to add 2 Arlo Q cameras and then switch which 5 cameras are being recorded?

Yes. Not exactly handy but more than 5 cameras can be in your account and you get to choose which ones are active in Settings.

So, since the free account has a limitation of 5 cameras, and if you have more than 5 you can simply select which cameras are active, this makes sense so far. But, here is my question. By choosing which 5 are active, does this also mean that only those 5 chosen will be recorded to the cloud AND to a local flash drive?

Here is what I was looking at doing (which prompted me to ask in this topic). Let's say I have 7 cameras, but I only wish to have 5 record to the cloud (via the free account), but I want all 7 to record locally on a USB thumbdrive all the time. Can it work this way? Or, is it a case of 5 can record to the cloud and those same 5 will record locally. Or, per my question, can you have 5 record to the cloud, but as many as you want (up to system limitations) locally?

Only 5 can be active and thus record.  The others are essentially disarmed.  The only ways around this are 1) subscribe to a paid plan or 2) use a second account with a second base to spread the cameras out so no more than 5 per account.  You can then use Grant Access in Settings to share the cameras from one account to the other so you can see all cameras at once.
