I lost all my data on my android phone, had to update it with the new Arlo Secure app. When trying to add a device, it does not find my Arlo Base Station. I have tried on/off, unplugging ethernet, etc... Any suggestions?

Are you using the same account you were before? If you are, then you shouldn't need to add device again.
Can you log into the original account from a PC? If so, are you seeing the devices there?
