how many base sation can be configured in one account.

I would like to purchase two 4 pack Arlo Pro camera and set them up in a single home. Will I be able to set up both base stations and configure all 8 cameras under one account. I am aware that I will need a Premier or Elite account.

Yes, that'll work fine as long as you live in a country in which you can upgrade your subscription to Premier or Elite

thanks steve_t. Yes I will definitely upgrade to an Elite account. Do cameras automatically connect to the closest base station or is there a way to manually pick a base station.

The cameras sync to the base station you manually sync to. Press the sync button on the base you want, and press the sync button on the camera. Make sure each press is only brief. The camera will sync to that base. Ensure that if the camera you're sync'ing has already been sync'd to the other base, that you remove it from your device list before you sync it to the new base
