Is there a way to hard wire these cameras so you don't have to keep charging the battery?

That's what the solar panels and outdoor power supplies are all about.

do you have to buy special plugs or the ones that come with the unit can be used out door.  I don't see anything on the instructions about it

The solar panels and outdoor power supplies come with seals that are water-tight. You don't need to buy anything else.
