arlo pro fully charged at 97percent

my camera says it's fully charged at 97percent...is this normal or should it say 100percent?

It seems that with some , they will read 97%... but in the real world it's prob fully charged.

 

To test, pull out the battery then replace it and check again, chances are it will read 100%.
