arlo pro Can I just view live and not record

I have a remote location that uses a cellular access point to provide internet to a single computer.
I won't be able to record all motion as the bandwith would be cost prohibative using cellular. I would like to view whats going on though for the most part when I want to.
Can I just view live and not record, I assume so.
Next i can't get the arlo base unit to be recongnized as ther is no router. There is a usb dongle that recieves the cellular signal.
Any thoughts?

First, just viewing uses the same data as recording, it all goes to the cloud servers and back. If you play back an old recorded video, then the data is additional down from the server to you.
The base unit can not hook to a cell hotspot, it requires an ethernet port. You can use a wifi extender OFF of your cell hotspot if the extender has an ethernet port and more than 1mbs upload.
Morse is faster than texting!
