I charged batteries in all of my 4 arlo pro cameras and it now 3 are working and one of them reads offline.

Try power cycling the base.  Check the battery level - how much recording/live viewing has this camera seen since put into use with the current battery charge? Is the WiFi connection between the camera and base good?  How many bars? 

 

If everything checks out, swap the camera with another to see if the problem stays with the camera or the location.
