My router (and the Arlo base station) is located in a cupboard and works fine for everywhere in the house but it means that I have a weal signal in my shed where the camera is located.
I understand that a weak signal on the camera will drain the batteries in the camera more quickly.
I have a Netgear range extender for my wireless system located in a position that it will get line of site to the shed and probably a much stronger signal. If I connect the Arlo Base Station to the range extender will it still work?

Yes. That's a relatively normal way of allowing repositioning of the base. Just make sure the repositioning doesn't dramatically affect connection to other cameras.

Or if needed, add a second base unit to the extender for the far camera... the only real way to expand coverage is with multi bases ( no limit on the number of bases on any level account )
