Wasserstein solar panels not charging Arlo pro cameras

I’ve had an Arlo solar panel for over a year and it keeps my Arlo pro camera charged all of the time. I recently purchased 3 of the Wasserstein solar panels and none of them will charge my cameras. They are cheaper than Arlo, but can not get them to charge. They appear to be charging, but the battery amount keeps decreasing. Any ideas before I return them to amazon.
