VMC4030 camera will not reconnect after battery ran down and was on Arlo charger cable for days

I have an Arlo system with 4 cameras (VMC4030). I was away on vacation for a month and several eventually ran down to zero battery charge. I was able to get 3 of them back up, but the fourth will not reconnect after being charged (on my Arlo-provided charging cable) for many days. I tried also a factory rest, but no luck there either. I looked at the volatges on my battery and find -2.5 or so on the two middle terminals, but no voltage on the "+" terminal (all voltages measured wrt to the "-" terminal. Is this expected? Do I have a bad or damaged battery here? I replaced all of them last year at considerable expense. Sad to think I have to replace them again.

Easiest approach would be to compare with a known working battery.
If they compare the same then it could be the camera itself rather than the battery.
I.e. if you install the problem battery in another camera does it work and vice versa.

If the battery was fully dead, it may take at least 5x attempting to charge before there is enough voltage in the battery for the charger to actually work.
