The power light/internet light green, camera light amber, will not allow me to add device in the app or on the web portal.  We have lost power twice in the past week due to storms.  I did a factory reset and still nothing. Any us

Yes, I followed this and it will not pick up the base station.

Reboot your router and base, in that order - older bases may have an issue that this solves. Is a VPN in use? If so, disconnect it while setting up the system. Is the phone connected to WiFi? Have you tried using a computer browser set to my.arlo.com?

I rebooted router and base (in that order). I have attempted to connect via phone, ipad and laptop computer.  There is no VPN associated with it.

Gonna guess the power outages may have damaged the base. I've had an older base that had the same problem and a different one fixed it. Sounds like you may well need to replace it.
