Switching Arlo app to new phone. Turned off "2nd factor" while switching.

I have an Arlo Pro system, 4 cameras
So I bought a new android phone. I want to transfer control of the system (arlo admin priveldges) to the new phone and retire the old phone. my old/new "phones" are wifi-only phones, without sims (probably doesn't matter). I temporarily turned off "2nd factor" as that was complicating things.
Where I'm at now: I have the arlo app on the new phone and logged in with my primary user/pass, the same acct info as my old phone. The problem is I only see (on the new phone) the limited info typically available to shared users, so I can't actually manage the cameras, settings, etc. I searched, unsuccessfully , for help with this, but find nothing that helps. . . . . which is surprising as this must be a common situation with a new phone.
When setting up the new phone, I transferred all apps, contacts, etc using the google app for that purpose. I've tried logging out of the arlo app on the old phone first , thinking the new phone would now be the only device using the primary acct info - but still the new phone has that limited (or whatever its' called) type of access. I toyed with the idea of deleting the arlo app on the old phone, but feared I'd no longer have any admin
So what do i do now? and/or what is the standard process to switch over to a new phone? surely, this must be documented somewhere.

Normally you just install the app on the new phone, and log in with your account credentials.
I suggest uninstalling the app, and installing it again.

Uninstalling/reinstalling didn't make a difference, but the following fixed the issue.
Initially, 2-step verification was driving me nuts, as logging in (with the same admin acct) on one device automatically logged me out on the other device. So turned "2-step" off. That was the only was I could get logged in on the new phone. After the uninstall/reinstall didn't help (the problem of seeing all admin options), I turned 2-step back on and set it to use email rather than "push". This was effective to avoid the problem of being automatically logged off on the 2nd device. So with that problem out of the way, I re-selected the 2-step method to use the new phone. Once that was selected, all the options of admin access appeared on the new phone, and btw, continue to be available on the old phone.
If I was starting fresh, I don't see how the new phone's arlo app can be logged into with "2-step" set to it's default setting (using push on the old phone). Doesn't 2-step have to first be set to use email?

2FA has nothing to do with being logged off a different device using the primary account. That's always been the case and is why there's Settings, Grant Access to other email addresses. Any account that was granted access does not kick off the primary user. I'd be interested in more testing of this since you seem to have found a workaround. This should have nothing to do with push vs. email but...
