Solar Charging Pro Camera issue

I’m trying to charge my Pro camera with a solar charger but the battery keeps blinking 2 orange flashes (battery low) although it’s been in direct sunlight for several days. 

Is that an issue with the camera battery?

Is this the Arlo solar panel? (VMA4600?)
