When I view live, a red light displays - can this be turned off?

What red light where?  Under what conditions?  It sounds like nighttime and the IR illuminators are on to aid night vision.

Where, On the camera, on the screen ?

If you mean the camera, then yes...it is the IR illuminators that glow reddish when turned on at night... it is a toggle in settings to turn on/off

Yes on the camera and at night. It's off until I click view live

That's needed to boost night vision. You can disable it in Settings, My Devices, your camera, Night Vision but you'll either be happy with the unassisted video or you'll need external lighting. These sorts of cameras use near-IR so the glow is visible. There's nothing to be done except not use it.

Oh okay, but it's not a notification of viewing? Basically, I dont want to live stream and let people know I'm doing so because a red light turned on

Again, it's used so you can adequately see in the first place. It's not intended as a notification that it's on but is a light source for recording or live view. If you see it as a notification, your only choice is to turn it off.
