New Battery Not Charged Arlo Pro Smart Home HD Wireless IP Security Camera 3-pack

Bought the 4 pack Arlo Pro and one of the batteries came uncharged, just curious if this is common since the manual said they came fully charged?

Charge it for 3 hours and see if it's fully charged. It could be a bad battery.

I just purchased this item and 3 out of the 4 batteries that came with the unit were charged fully the 4th was  not.  I tried to charge it and nothing happens and doesn't seem to want to charge at all.  What can I do to get a replacement one for this and return this one to Arlo?  Thank you!
