New Arlo Pro Camera not operational Model # VMC4030

Purchased new Arlo Pro kit with 4 wireless cameras MN# VMC4030 and three of them worked however one is not working.    The camera not functional and only able to achieve a couple of flashes of the orange light, no green light whatsoever.    I've tried swamping the batteries, and charging for 24hrs, still no connection to the base.  Could use some assistance.

Remove battery and attempt to sync running on power cord and adapter only

I tried removing battery and simply powering from the USB and the Camera flashes the blue light once upon power-up then nothing.   Still will not sync.
