My Arlo vbm3000 base unit has never been successful at updating it's firmware.

Internet speed is 60Mhz, base station is right beside the router which is right beside the modem, all connected with ethernet cable.  Any suggestion would be appreciated.

Power cycle the base.
PS. Megahertz isn't a measurement of internet speed but I think I know what you mean 😉

That little trick doesn't work. It just takes it back to factory default settings. Then it try's to update, when it gets done it is off line and does not respond to anything except either hard reset or the simpler way to bring it back is to go through adding a new device and picking the base station and then hitting continue and giving it a name and then continue again until done and then it's back to factory default and will work fine until the auto update kicks in and I'm right back where I started. It's just a continuous circle. 

Any other ideas

Take the base with you to someone else's house or to your work (if you're allowed) where the internet connection is faster
