Does the motion sensitivity level impact the time between when the camera detects motion and when the camera records it?

No.

Typical lag time between motion being detected and recording is 2-5 seconds

I seem to catch the FedEx driver as he goes down my porch steps rather then when he drops off the package at the front door.  Does me no good to see the backside of someone stealing my packages either!

 

Also, do you know what is the purpose of the motion sensitivity scale (1-100%)?

Positioning is key. These cameras pick up motion better when the object approaches from a he side rather then straight on. So you may need to reposition the camera some, maybe tilting down a bit more, or moving left or right. It will take a bit of trial and error.

The sensitivity level adjusts the sensitivity to which the PIR senses the the IR (heat) level of the object. Higher setting, greater sensitivity; lower, less. Of course every object has a different IR signature.
