Is it possible to do local recording for either the Arlo Ultra or Pro 2, and if so, what are the possible settings for length of clips?

Yes, you can record locally to a USB drive but it's exactly the same thing as what you get in the library. The local videos are just backups in case the Internet connection is broken. These aren't typical IP cameras so you can't record like them.
