Looking to purchase some cameras and record the data locally. Wondering if I can use Arlo Pro cameras and a base station without an Internet connection and instead record the data to a USB hard drive.

No, not possible. The design is cloud based with a backup local record on the PRO model only

Sorry, let me clarify.
My friend does Estate Sales in people's houses. So, every week, he goes to a new house and sets up a sale. After a week he goes to another house.
He would like to be able to set up security cameras and have them record to an external hard drive without using the Internet. Then the next week move to another house and do the same thing.
Could some Arlo Pro Cameras and a Base Station do this?

Sorry, but he made a mistake.... It will not work like you want
Yes, the PRO has a local usb drive and records to the cloud and drive at the same time, but it is there in case the internet fails.
In failure of the internet, IF PREVIOUSLY SET UP, the video continue to go to the local usb drive.
But , 1) you first must have set up the system, 2)you will HAVE NO CONTROL of the base unit with commands ( as all go to netgear servers and back to base ) 3) the usb drive is not directly viewable thru the base, but must be ejected and taken to another device to play the mp4 files 4) there will be no alerts nor pushed sent 4) this system is a "detect and then record" type system...not a 24/7 record system... it will not continusly record, but will time out after 30 mins i believe max time.
In your suti, it would be easier to take a dvr type record system with cameras and plug in/ turn on then try and force the Arlo cameras to work the way you want.

One way to do this though its not cheap, is to go with the Arlo Go. It uses cellular connection instead of WiFi.
