F-secure has a warning for cameras manufactured by Foscam (like D-link and Axis at least partially according to Foscam's homepage): https://se.business.f-secure.com/komprometterade-kameror-hur-iot-kan-sabotera-din-konkurrenskraft
In the end of the article in the swedish language (couldn' find it in english) there is "Download report" in english.
There is a simple answer yes or no to this questions even if it is manufactured in Asia.

It's been asked and answered here before that the Arlo cameras don't use the affected chips with default passwords so this particular issue is not of concern.
