How do I activate the siren on the camera?

You don't as there is no siren on the camera... it is on the base.

 

If you want to trigger the base siren, do a custom mode and add the camera... save... then go back and edit the new mode and add the siren as a new rule. ( add more cameras the same way... create new mode, save, then edit and add )
