My trial subscription to the Arlo Secure plan just ended and I am not unable to turn on my third camera that is based in my back yard; everywhere that I have looked says that a home base not subscribed to a plan can live stream video for a max of up to 5 devices but whenever I view the error message the camera is giving me, it just says I must purchase a plan. Are there certain cameras that must be used with a subscription?

All currently sold Arlo cameras require a subscription to get cloud storage.

But the Pro (VMC4030) and Pro 2 (VMC4030p) do still have the free 7-day cloud storage.

Can you confirm the camera model?  If the housing opens, you can remove the battery - there is a label underneath.  You can also go into the support center, select the camera, and scroll down to the product ID field.  Note if you see Hxx you are looking in the wrong place.  That is not the camera model, and various models share the same Hxx codes.
